Description
MICHAEL CAINE is Baxter Thwaites, the Governor of one of the last remaining outposts of the Empire, a small sleepy island where the inhabitants spend their days smoking the local pot. One day an unexpected natural resource is discovered in the sleepy locale, namely mineral water. Suddenly everything changes when American businessmen, a Cuban revolutionary (Billy Connolly) and a representative of Mrs. Thatcher's government come to the island to profit from the sparkling gold.
